Coupure d’électricité: Le mal persiste
Plusieurs infrastructures de production et de transport d’électricité ont été livrés, sont en projet ou en cours de livraison mais demeurent cette situation déplorable qui semble s’aggraver.
Depuis le retour de la saison sèche, plus de la moitié de la ville de Yaoundé est obligée de vivre au rythme des délestages. De Kondengui, au quartier administratif, en passant par Efoulan Pont, Damas ; etc., les délestages sont devenus la règle. Et la présence du courant électrique une exception. Dans les ménages, c’est un calvaire.
Il n’est plus envisageable de faire des provisions (poisson ou de la viande) en grande quantité, encore moins les légumes et espérer pouvoir les conserver au frigo ou au congélateur. Les enfants en classe d’examen et les étudiants qui ont repris les cours pour le compte du deuxième trimestre le lundi 04janvier 2021, ont des difficultés pour réviser et faire leurs devoirs. Utiliser des bougies est devenu le quotidien de certains. Combien de familles sont capables de s’offrir un groupe électrogène et d’y mettre du carburant au jour le jour ? Etant donné que c’est au quotidien qu’il faut faire face à la privation de l’électricité. Mais où va l’argent des factures payées à la fin de chaque mois par les ménages ? C’est la question que se pose le Camerounais lambda qui, sur sept jours, n’utilise le courant électrique que pendant trois jours, voire moins. « Ce qui se passe est dramatique. Eneo nous fait subir les pires moments de notre vie depuis quelques jours » martèle le président de la Fondation camerounaise des consommateurs (Focaco). « Quel paradoxe. Nous n’avons plus le courant à plein temps, mais nous continuons de payer des factures en hausse permanente » se plaint-il encore avec désarroi. Dans un communiqué rendu public par Eneo le 19 septembre 2019, ces coupures provoquées, sont dues à un problème de trésorerie. L’Etat est le premier responsable, car le plus gros débiteur avec une dette due à Eneo de près de 39 milliards FCFA dont un impayé de 11 milliards de la défunte Camerounaise des eaux (Cde) qu’il a endossé après la renationalisation du service de la distribution de l’eau potable. De grandes entreprises, telles qu’Alucam (près de 6 milliards) ou encore la Sonara (1,4 milliard), figurent aussi parmi les insolvables. Ajouter à cela, Eneo aussi doit plus d’une cinquantaine de milliards FCFA à Tradex. A l’origine du différend, le non règlement par Eneo des factures de la filiale de la SNH, qui lui fournit le fioul pour le fonctionnement de ses centrales thermiques. A fin avril, cette dette s’élevait à 43,3 milliards de FCFA.
Elle est aujourd’hui estimée à 52,7 milliards de FCFA. C’est dire que le Cameroun n’est pas loin d’une nouvelle crise d’électricité. Du côté d’Eneo c’est le silence total. Sa dernière sortie date du mois de mai quand il avait annoncé quelques travaux de remplacement de transformateurs qui alimentent l’essentiel de la ville siège des institutions de la République pendant tout un week-end.
