Gabon : Le comité de pilotage du PASBMIR passe en revue les activités annuelles du projet et fixe le cap pour les prochaines étapes
Dans le cadre de la revue de ses activités annuelles, le projet Accès aux Services de Base en Milieu rural et Renforcement de capacités (PASBMIR) a organisé le 22 décembre 2022 son Comité de Pilotage (COPIL). Placé sous la tutelle du Ministère de l’Energie et des Ressources Hydrauliques, la réunion a été dirigée par le Secrétaire Général, Jeannot KALIMA, représentant le Vice-Premier Ministre, Alain-Claude BILIE-BY-NZE, Président du COPIL.
Au cours de cette rencontre qui a mobilisé l’ensemble des parties prenantes, il s’est agi pour les membres du COPIL de faire le point sur les activités de l’année 2022 et échanger sur les perspectives pour 2023. Y ont pris part : le Secrétaire Général du Ministère de l’Economie et de la Relance, Christian Patrick EBE, représentant le Ministre de l’Economie et de la Relance, Vice-présidente du COPIL, Jean Pierre BOUSSOUGOU, Conseiller spécial du Président de la République et Secrétaire Permanent par intérim de la CNTIPPEE, ainsi que les différents membres dont le Conseiller du Ministre de l’Economie et de la Relance, responsable de la Cellule FINEX, les Directeurs Généraux de l’Energie et de l’Eau, du CNEE, de la Dette, et de la SEEG.
Dans son mot d’ouverture, le Secrétaire Général, au nom du Président du COPIL, a exprimé sa satisfaction, suite à la prorogation de la date de clôture du projet par la Banque mondiale. Initialement prévue pour le 30 novembre 2022, le PASBMIR sera clôturé le 30 juin 2023, afin de permettre l’achèvement de tous les chantiers en cours.
Après la présentation du bilan des activités du projet PASBMIR, par le Chargé de projet, les échanges ont tourné autour de la recherche des stratégies efficientes pour l’exécution de tous les travaux dans les délais par les entreprises adjudicataires et l’installation des compteurs d’eau et d’électricité à tous les nouveaux abonnés par la SEEG.
A cet effet, le COPIL a recommandé un suivi plus accru des chantiers par les missions de contrôle afin d’atteindre les objectifs visés de construction de 190 km de réseaux Haute et moyenne Tension (HTA) et 162 Km de réseaux Basse-Tension (BT) afin de permettre l’accès à l’électricité à 55.000 personnes ; et en matière d’adduction d’eau potable. Le PASBMIR vise à terme, l’accès à cette ressource à 36.000 personnes par la construction et la réhabilitation de quelques châteaux d’eau dans les différentes localités ciblées ; ainsi que par l’extension de plusieurs réseaux existants.
Toutefois, afin de permettre la bonne clôture des activités en cours et dans la perspective de la préparation de la deuxième phase du PASBMIR, un Plan de Travail et Budget Annuel (PTBA) pour l’année 2023 a été adoptée par le COPIL.
Au terme des travaux, l’Unité de Coordination du PASBMIR et toutes les parties prenantes se sont engagées à maintenir un programme régulier de rencontres et une supervision plus accrue des travaux, afin de garantir leur réalisation conformément au cahier des charges et dans les délais requis.
Pour rappel, le projet PASBMIR est une initiative du Gouvernement du Gabon sous la tutelle du Ministère de l’Energie et des Ressources Hydrauliques, qui bénéficie du soutien financier de la Banque mondiale. Ce projet constitue un des maillons forts du Plan d’Accélération de la Transformation, car il vise à améliorer les conditions de vie des populations et favorise le développement économique et social.
