Gabon: L’exploitation du gisement de dolomie de Lastourville par la Comilog en débat à l’Assemblée nationale
L’exploitation du gisement de dolomie par la Comilog à Lastourville se fait conformément à la loi régissant le secteur minier dans notre pays. Tel est le résumé de l’argumentaire du Ministre du Pétrole, du Gaz et des Mines, Vincent de Paul Massassa, devant les honorables députés lors des questions orales au Gouvernement le 25 mai 2021 à Libreville.
Le Ministre a balayé d’un revers de la main l’affirmation selon laquelle cette exploitation se ferait en toute discrétion. La société ayant reçu toutes les autorisations nécessaires et la carrière ayant “fait l’objet d’une étude d’impact environnemental et social validée par le ministère en charge de l’environnement, après une consultation publique des populations locales”.
Le député du 3e siège de la Lolo Bouenguidi, Barnabé Indoumou Mamboungou qui s’intéresse à l’impact de cette exploitation sur l’économie et sur la vie des populations locales a pu découvrir que “les quantités de dolomie extraites sont assujetties au paiement de la taxe d’extraction” et que “la détention de l’autorisation temporaire de la carrière est quant à elle assujettie au règlement de la redevance superficiaire”. Des sommes payées au trésor public par la société.
Par ailleurs, le fonds de développement des communautés locales institué par le nouveau Code minier permet d’améliorer de façon significative les conditions de vie des populations, a expliqué le Ministre Vincent de Paul Massassa.
Ce dernier a tenu à éclairer l’honorable député et l’opinion nationale sur le fait que “la dolomie exploitée à Lastourville n’est pas exportée par la Comilog. Elle est utilisée exclusivement comme intrant par le complexe métallurgique de Moanda pour la fabrication du silico-manganèse”.
“Je pense que le ministre a donné des réponses pertinentes à vos questions. Il s’est appuyé sur les lois, les décrets et les arrêtés. Toute chose qui démontre que ce qui se fait dans le cadre de cette exploitation est tout à fait légal”, a conclu le 1er Vice-président de l’Assemblée nationale Idriss Ngari qui dirigeait les travaux de cette plénière des questions orales au Gouvernement.
Par ce passage devant la représentation nationale, le patron des hydrocarbures, du pétrole et des mines a tenu à faire taire toutes les divergences au sujet de l’exploitation de ce gisement.
