Gouvernance forestière – La lutte contre l’exploitation illégale du bois se renforce
Un atelier jumelé sur la restitution sur le projet renforcement du dispositif d’approvisionnement en bois légal des artisans de la seconde transformation du bois couplé au lancement du projet promouvoir le bois légal des forêts communautaires et industrielles dans le secteur de la seconde transformation du bois au Cameroun a eu lieu le 20 Novembre 2020 à la chambre de commerce de Yaoundé. L’initiative est de la fédération camerounaise des associations et des professionnels de la seconde transformation du bois (FECAPROBOIS), en partenariat avec la FAO, l’Union Européenne, FLEGT et d’autres partenaires.
L’Etat du Cameroun a suffisamment perdu dans l’exploitation illégale du bois par les PME et les artisans qui par ailleurs éprouvent des difficultés d’accès. C’est pour rectifier le tir et s’inscrire dans les dynamiques de légalité des bois et de la compétitivité de ces PME et artisans que la FECAPROBOIS s’est inscrite dans la gouvernance forestière avec l’appui financier et technique du programme FAO, UE FLEGT dans le cadre des projets renforcement du dispositif d’approvisionnement en bois légal des artisans de la seconde transformation du bois mis en œuvre entre 2018-2020 et le second qui est promouvoir le bois légal des forets communautaires et industrielles dans le secteur de la seconde transformation du bois au Cameroun en cours depuis le 1er Octobre 2020. L’objectif est d’échanger, susciter la collaboration pour une meilleure mise en œuvre du projet et une opérationnalisation de l’APV FLEGT au Cameroun.
Pour parvenir à de meilleurs résultats, des acteurs clés ont été mis à contribution pour la présentation des quatre exposés. Le premier ayant porté sur l’opérationnalisation du MIB : Enjeux, défis et perspectives ; et le second exposé a porté sur les politiques d’approvisionnement en bois d’origine légale par les industriels ; Les deux autres portant sur les thèmes du double atelier jumelé.

Le premier projet sur le renforcement du dispositif d’approvisionnement en bois légal des artisans de la seconde transformation du bois a permis de faire des avancées dans le domaine du bois légal, puisqu’il y a eu une coopérative qui a été formée et permet aux 200 adhérant de la FECAPROBOIS de s’approvisionner en bois légal, ce qui est un succès pour la première phase. Pour ce qui concerne le second projet à savoir le lancement du projet promouvoir le bois légal des forêts communautaires et industrielles dans le secteur de la seconde transformation du bois au Cameroun, il faut rappeler qu’il ne suffit pas d’avoir la coopérative, il faut qu’elle puisse fonctionner avec du bois légal. L’idée c’est de diversifier les approvisionnements en bois légal au Cameroun, et l’on sait que c’est difficile, ce qui doit faire l’objet d’un second projet. On est préoccupé de ce qu’on lit dans le rapport des autorités. C’est quand même un rapport officiel du gouvernement qui est sorti du ministère des finances qui a fait ses enquêtes et a déterminé que sur les deux dernières années à savoir 2018 et 2019, il y a 20 milliards de FCFA qui n’ont pas été déclarés dans le secteur du bois. Cela signifie qu’il y’a des gens au Cameroun qui ne jouent pas le jeu du bois légal, il y a des gens qui profitent de certaines complicités pour faire perdre à l’état 20 milliards de FCFA. Nous, en tant qu’union Européenne, sommes aux côtés du Cameroun pour augmenter les recettes domestiques parce que pour être un pays souverain et indépendant, c’est d’abord l’indépendance budgétaire financière. Donc quand on perd 20 Milliards de FCFA sur deux ans, il faut absolument s’attaquer au problème. Et ce que le ministère des finances a pointé dans son rapport, c’est qu’il y a un gisement budgétaire énorme qui peut vraiment faire changer la balance. C’est tout le bois illégal qui est concerné. Et quand on voit que c’est 10 milliards de FCFA perdus par an, il faut absolument s’attaquer à cette question pour retrouver des grandes sources de financement pour le budget de l’état. Donc en tant que partenaire, on se positionne pour appuyer des reformes dans ce sens.

Actuellement nous avons des difficultés en approvisionnement en bois, car le processus n’est pas très facile, malgré le financement de l’union Européenne. Avec un cahier de charges bien défini, nous parvenons avec l’expérience que nous avons sur le terrain en tant qu’acteurs de la seconde transformation de bois au Cameroun, à lever à l’aide des petits leviers pour arriver un jour à pouvoir inonder le marché intérieur avec du bois de qualité et légal à coûts intéressants. En termes de préjudices, disons que l’inégalité du bois n’est pas très évidente parce que les essences sont très éloignées aujourd’hui. Le bois est très rare sur le marché, et lorsqu’on parle du bois illégal à notre niveau, c’est le bois vendu par des artisanats camerounais qui les découpent à l’aide des tronçonneuses, n’ayant pas de moyens de logistique nécessaire pour pouvoir exploiter. C’est donc ce bois qui est appelé bois illégal. Et dans ce bois illégal, nous ne parvenons pas à avoir un bois de qualité car constitués de nœuds, des déchets, et du coup, l’industrie artisanal au Cameroun est biaisée.

La FAO a reçu un financement de l’union Européenne pour mettre en place le programme FAO – Union Européenne – APV FLEGT, qui est un processus que le Cameroun a signé en 2010, et qui vise à améliorer le contexte du marché du bois légal au Cameroun, la consommation et l’approvisionnement des acteurs. Dans notre contexte, la FECAPROBOIS est clé dans la transformation locale du bois au Cameroun. C’est pour cela que la FAO a pensé les appuyer pour qu’eux aussi deviennent des acteurs privilégiés de l’approvisionnement et de la transformation du bois légal au Cameroun. En termes de coopération, la FECAPROBOIS a déjà appuyé une coopérative à se mettre en place, dans laquelle on trouve des artisanats du bois. Grâce à cette coopérative, ils ont pu débloquer un approvisionnement de 50 mètres cube déjà. Même si c’est un début de bois industriel d’origine légale, c’est appréciable car ce n’était pas évident avant pour les transformateurs de bois.
