La littérature gabonaise s’enrichit d’un nouvel opus. Premier ouvrage de l’homme Politique et Élu de la nation Alain Simplice Boungoueres sur le numéro un gabonais Ali Bongo Ondimba, met en orbite l’Obstination et la détermination du chef de l’État gabonais à faire émerger son pays. La cérémonie de présentation de ce chef d’œuvre s’est déroulée le 1er mai 2022 à Franceville dans la province du Haut-Ogooué.
La salle de l’hôtel de ville de Franceville a refusée du monde ce 1er mai 2022 jour de célébration de la fête du travail, ils étaient nombreux, hommes, femmes et jeunes présents à l’occasion de la présentation officielle du livre intitulé Ali Bongo Ondimba: Obstination et Détermination, l’Émergence à tout Prix de l’homme politique, l’honorable Alain Simplice Bouengoueres.
Après une présentation sommaire de l’ouvrage par l’auteur Alain Simplice Boungoueres, qui, pour l’essentiel a décliné les motivations personnelles qui ont conduite à la rédaction de cet ouvrage, comme intervenants à cette cérémonie de présentation, l’on a pu noter celle du Dr. Clément Petsoko, Président Directeur Général du State Consulting Group, qui a effectué le déplacement de Yaoundé au Cameroun, ce dernier a évoqué la collaboration entre l’auteur et son cabinet. Et son avis sur l’ouvrage entant qu’Expert, s’en est suivi la prestation des artistes invités à l’instar de Nze la Panthère dans la chanson Émergence Asoya, et la prestation d’un groupe de danse “Les Soldats de la Paix”.
Ce premier essai littéraire du gabonais Alain Simplice Boungoueres, de la préface à l’introduction, l’auteur au pas de son inspiration développe comme point de départ d’une réflexion plus profonde sur la carrière politique du chef de l’État Ali Bongo Ondimba, les réalisations depuis son arrivé à la tête de la magistrature suprême du Gabon, aussi, les enjeux du développement durable du pays à l’horizon 2023 et les moyens qu’il est possible de mettre en œuvre pour la continuité. Tout d’abord, il semble judicieux de s’arrêter un instant sur le titre assez évocateur, selon ASB, Il s’agit donc, en premier lieu, d’une construction, d’une activité intellectuelle humaine qui fait appel à l’intelligence et à l’engagement d’un artisan de paix, du travail et du développement de son pays.
Le présent ouvrage de l’illustre fils Gabonais Alain Simplice Boungoueres porte un titre assez évocateur qui ne laisse personne indifférent ni en dehors de son contenu, puisqu’ainsi libellé : Ali Bongo Ondimba : Obstination et Détermination ‘‘L’ Émergence à tout Prix”.
La première partie du titre dévoile le trait dominant du caractère du 3eme Président de la république Gabonaise, Caractère qui va à n’en point douter propulser le Gabon au rang des pays Africains les plus respectés.Ce Chef d’œuvre d’orientation dont la méthodologie de travail est le fruit de recherche et d’investigation, célèbre le travail et l’effort d’un homme déterminé et engagé.
L’auteur, du haut de son statut de parlementaire et acteur politique gabonais, est un témoin privilégié de la trajectoire politique de Monsieur Ali Bongo Ondimba depuis son accession à la magistrature suprême en 2009 jusqu’à ce jour. Profondeur d’esprit et pertinence des analyses, l’auteur nous présente plusieurs facettes du personnage, Ali Bongo Ondimba homme de rupture, de renouveau et de challenge, parfois incompris par une partie de la classe politique et certains de ses concitoyens.
Écrit dans un langage clair et simple, avec un vrai souci de pédagogie, chaque thème traité bénéficie d’une présentation générale suivie d’une description spécifique de différents sous- thèmes. L’un des mérites de ce livre est le côté démonstratif et illustratif avec des nombreuses images, qui confirme le côté pragmatique de l’auteur, il maîtrise son sujet et parle en fin connaisseur de la politique. Aussi, nous livre t’il les intentions cachées de l’homme d’État Ali Bongo Ondimba sur les sujets majeurs : Nouveau partenariat Nord/Sud, le changement de paradigme en matière de bonne gouvernance, transformation locale des matières premières, diplomatie économique, septennat de la jeunesse et la décennie de la femme. Tous ces sujets sont traités avec une rigueur, impartialité et sans langue de bois en apportant les éléments de preuve pour asseoir son argumentaire. Il cite les réalisations de Ali Bongo Ondimba de 2009 à nos jours.
L’auteur ne revendique aucunement un ouvrage académique dans le sens classique du terme, car sa posture d’homme politique a véritablement influencé sa plume, on ne peut pas le lui reprocher. Cet ouvrage est conseillé à tous les candidats au Leadership politique, car son approche théorique peut constituer un cas d’école, aussi à la nouvelle élite politique africaine dont le leitmotiv est d’inverser les pôles de puissance entre le Nord et Sud pour permettre à notre continent africain d’amorcer son développement économique.
Alain Simplice Boungoueres s’est lancé dans un pari ambitieux. Et ce pari, il l’a réussi. Ce livre structuré, équilibré et très bien séquencé, le style simple détaché de toute artifice, est un véritable «Aide-Mémoire » pour toute personne qui veut connaître l’homme, son parcours et ses rêves pour le Gabon.
Il convient de noter que, nonobstant l’absence remarquée de certaines autorités de la province, en tête desquelles le Gouverneur Jacques Denis Tsanga, du maire de Franceville(…), bien que invités à cette cérémonie de présentation de l’ouvrage sur le Président Ali Bongo Ondimba, le comité d’organisation a mis les petits plats dans les grands pour la réussite de l’événement.
UN MOT SUR L’AUTEUR
Alain Simplice Boungoueres est né le 29 Février 1968 à Lastourville dans le sud du Gabon, de parents originaires des provinces de l’Ogooué Lolo et de la Ngounié. Par son parcours universitaire exceptionnel, il est à la fois, Ingénieur Expert Agréé du Génie Civil , projéteur minier, Manager des Organisations et Economiste Transports obtenus tour à tour à l’Ecole Polytechnique de MASUKU (USTM) au Gabon, ensuite à IAM au Senegal et enfin au Laboratoire d’Economie de Transports de LYON 3 en France. Il cumule une forte expérience de plus de 29 ans passée au sein de l’adminstration et dans les entreprises notamment à DRAGAGE GABON, SNGE-BCEOM, COMILOG, IGIP AFRIQUE, PAPSUT, BCA NDOLO où il occupera des postes de responsabilité.
Sur le plan politique, il a occupé plusieurs fonctions au sein du Parti Démocratique Gabonais (PDG) : Membre du Comité Central Fédération C du 2e Siège de l’Ogoulou entre 2008 et 2010 ; Membre du Conseil National Fédération C du 2e Siège de l’Ogoulou entre 2010 et 2013 ; Député PDG du 2e Siège de l’Ogoulou (12e et 13e Législature) depuis 2011 à 2022 ; Membre du Bureau Politique PDG (2e Siège de l’Ogoulou) 2016 et enfin comme Membre du Comité Permanent du Bureau Politique PDG de la Ngounié entre Décembre 2017 et Février 2022.
Au niveau de l’Assemblée nationale, il a successivement occupé les postes de 1er Rapporteur de la Commission de l’environnement (2014 à 2018), puis de février 2019 à avril 2022 Président de la Commission de la communication, de l’information et des technologies numériques. Depuis 2021, il est officiellement le parrain de l’association Les soldats de la paix.
