Lutte contre le changement climatique : Une note conceptuelle du projet Readiness validé pour financement climatique
Le Cameroun s’est engagé à rechercher des partenariats pour améliorer la mobilisation de la finance climatique via le Fonds vert climat. C’est dans cette optique que la FAO accompagne le Gouvernement dans ses objectifs pour la mise en œuvre de ses contributions déterminées au niveau national (CDN).
Le récent atelier qui au eu lieu à Garoua du 8 au 9 septembre, a porté sur l’enrichissement d’une note conceptuelle de projet à soumettre au Fonds Vert Climat à travers l’étude d’une base de préfaisabilité du cadre de gestion socio-environnementale des impacts du changement climatique sur l’agriculture ainsi que la présentation d’une première mouture.
L’accroissement et l’ampleur de certains épisodes climatiques prouve à suffire que le Cameroun ne fait pas exception dans le concert des nations. Il est exposé aux impacts du changement climatique sur son territoire, marqués par une augmentation significative de la température et des modifications profondes dans la répartition et l’intensité des pluies.
Ils ont pour conséquence, la croissance des phénomènes climatiques extrêmes, au premier rang desquels les inondations et la sècheresse, surtout dans la zone sahélienne où la production agro-pastorale rurale est largement tributaire des conditions climatiques. Cette vulnérabilité des populations a conduit le Minepded et la Fao à signer en mars 2020, un accord de partenariat pour la mise en œuvre d’un projet Readiness intitulé « Renforcement des capacités du pays pour une augmentation du potentiel de résilience et d’atténuation aux Changements climatiques à travers l’agroforesterie dans les régions du Nord et de l’Extrême-Nord Cameroun », afin de concilier les ambitions légitimes de croissance économique avec les impératifs de lutte contre le réchauffement climatique et tenir ses engagements pris dans le cadre de ses Cdn.
L’objectif ici est de préparer et harmoniser la collecte, l’analyse et la diffusion d’informations sur l’impact du changement climatique sur l’agriculture, par le renforcement des capacités techniques et humaines de l’Onacc (Observatoire national sur les changements Climatiques) et de l’Ins (Institut National des Statistiques). Le but recherché étant de faciliter l’accès à des financements importants du Fvc (Fonds Vert Climat) pour permettre de développer des projets agricoles à faibles émissions, tout en renforçant l’action gouvernementale dans le cadre de cette lutte. De ce fait, il cadre avec un des objectifs globaux de la SND30 dans la lutte contre le changement climatique, les objectifs de Développement Durable (Odd) et le Plan-cadre de Coopération des Nations Unies pour le développement durable au Cameroun (Unsdcf).
Le Cameroun fait partie des pays signataires de l’Accord de Paris adopté le 12 décembre 2015 au cours de la 21ième convention cadre des Nations Unies sur le changement climatique (Cop21- Ccnucc). Il était loisible pour les deux partenaires 24 mois après, de parfaire les travaux, donnant ainsi l’occasion aux parties prenantes, à savoir les administrations publiques, les organisations de la société civile, les coopératives agricoles, les peuples autochtones de contribuer à l’amélioration de ces rapports avec des données adéquates sur la base de
leurs expertises avérées et incontestées.
Il est à noter que, le Fonds vert pour le climat (FVC) est un nouveau fonds mondial créé pour appuyer les efforts des pays en voie de développement et répondre au défi du changement climatique. Une récente étude réalisée dans le cadre de la semaine africaine du climat a révélé que plus de la moitié des pays du continent africain rencontrent des difficultés à mobiliser des financements internationaux et nationaux en faveur de la lutte contre le changement climatique. Et pourtant, les deux tiers ont commencé à mettre en œuvre leurs contributions déterminées au niveau national (CDN) et environ 80 % d’entre eux se sont d’ores et déjà dotés de mesures d’atténuation et d’adaptation en vue de les réaliser. Cependant beaucoup reste à faire, notamment, dans l’accompagnement des gouvernements en termes d’élaboration des projets fiables pour une meilleure conformité aux exigences, normes et procédures imposées par les bailleurs de fonds.
