Collectivités territoriales décentralisées : Vers une répartition équitable des ressources financières
C’est l’objectif visé de la première session extraordinaire du Comité national des finances locales qui s’est tenue le 05 avril 2023 à Yaoundé, sous la présidence du ministre de la Décentralisation et du développement local.
« Il importe que nous fassions preuve d’écoute et de réceptivité pendant les présentations. Par la suite, nous serons appelés à formuler les propositions susceptibles d’améliorer notre système de solidarité financière entre CTD et plus particulièrement de péréquation ». C’est par cette recommandation forte que le ministre de la Décentralisation et du développement local, Georges Elanga Obam, a clôturé la cérémonie d’ouverture de la 1ère session extraordinaire du Comité national des finances locales. C’était le 05 avril 2023 à Yaoundé. En effet, lesdites assises se sont tenues dans un contexte où il y a une exigence forte du processus de décentralisation rappelée à l’article 55 de la Constitution : le développement harmonieux des Collectivités territoriales décentralisées, sur la base de la solidarité nationale, des potentialités régionales et de l’équilibre inter-régional. A ce titre, a révélé Georges Elanga Obam, « en lien avec la quête de développement équilibré des territoires que j’ai tantôt évoquée, nos travaux sont orientés sur la problématique de la répartition équitable des ressources financières entre les collectivités locales ».
Dans cette optique et à l’occasion de la présente concertation, a-t-il ajouté, « l’équipe de la Banque mondiale, qui séjourne au Cameroun du 04 au 07 avril 2023, dans le cadre de la mission d’assistance technique au gouvernement sur la décentralisation financière, procèdera à la restitution des travaux préliminaires entrepris, notamment sur la répartition des ressources aux régions, en vue de faciliter leur essor ». Conscient de ce que l’allocation des ressources aux Communes et aux Régions n’est pas optimale, au regard de l’obligation de solidarité plus haut rappelée, Georges Elanga Obam, a proposé d’autres pistes de réflexion aux participants. Notamment, questionner d’autres mécanismes d’intérêt, en lien avec l’exigence constitutionnelle de développement harmonieux des collectivités territoriales. Aussi, précise-t-il, « poserons-nous également un regard critique sur les mécanismes de ventilation des ressources transférées en investissement, ainsi que sur le dispositif de péréquation en vigueur destiné à corriger les inégalités entre ces collectivités ».
Moyens financiers
Pour finir, souligne-t-il, « j’ai souhaité mobiliser la réflexion sur l’Indice de développement local (IDL), dans le but d’entrevoir comment cet instrument pourrait concourir à améliorer l’équilibre dans les transferts et dans la réallocation des moyens financiers ». Les recommandations de ces travaux sont donc grandement attendues pour l’accélération du processus de décentralisation, qui doit à priori passer par un financement équilibré des Collectivités territoriales décentralisées.
