Communication électronique : 156 milliards pour l’amélioration du réseau au Cameroun
C’est la substance du communiqué de l’Agence de régulation des télécommunications (ART) signé du 13 février 2023.
Dans le cadre de ses missions de régulation du secteur des télécommunications et au vu de la dégradation persistante de la qualité des services de communications électroniques au Cameroun, le Directeur général de l’Agence de régulation des télécommunications (ART) informe le public que, des contrôles de performances des réseaux des quatre (04) opérateurs concessionnaires dont MTN Cameroon, ORANGE Cameroun, VIETTEL et CAMTEL ont été effectués au 2ème semestre 2022. Le communiqué public du 13 février 2023, indique qu’au terme de ces contrôles, 13 mises en demeure ont été servies auxdits opérateurs, assorties d’un délai pour la mise en œuvre des mesures correctives. A l’issue de l’atelier tenu en décembre 2022 avec le ministre des Postes et télécommunications sur la qualité de service des communications électroniques, les opérateurs CAMTEL, MTN et Orange se sont engagés à mener des actions prioritaires pour remédier aux défaillances relevées.
Il s’agit d’un montant cumulé de 156 milliards en 2023, pour l’extension de la couverture réseau et l’amélioration de la qualité de service. En vue d’assurer le suivi de mise en œuvre de cet engagement, l’ART a organisé les 19 et 31 janvier 2023 à Yaoundé, des séances de travail avec les dirigeants de MTN et d’ORANGE pour s’approprier leurs plans d’actions de l’exercice 2023 visant à résoudre les problèmes de qualité de service des communications électroniques. Au terme de ces rencontres, l’Agence de régulation des télécommunications a enjoint les opérateurs MTN et ORANGE Cameroun de mener des travaux d’optimisation des performances de leurs réseaux de téléphonie mobile 2G/3G/4G dans plusieurs sites stratégiques. Les travaux y afférents sont en cours d’exécution à Yaoundé et dans d’autres villes.
Equipes de contrôle
En outre, l’ART a mis en place des équipes de contrôle technique pluridisciplinaire, actuellement sur le terrain, pour procéder à des contrôles de performances des réseaux de téléphonie mobile en corrélation avec les indicateurs de performances contenus dans les cahiers de charges. Selon le Directeur général de l’ART, ces contrôles constituent des préalables à la prise des décisions de sanctions. L’ART indique qu’en cas de manquements répétés, les résultats de ces contrôles devraient engendrer des sanctions prévues par la règlementation en vigueur. Notamment les sanctions pécuniaires, la proposition de réduction de la durée de la concession ou la proposition de retrait de la concession. L’ART rassure les populations de la mise en œuvre de tous les leviers d’action disponibles pour que les opérateurs concessionnaires de téléphonie mobile offrent aux abonnés, sur l’étendue du territoire national, des performances de qualité de service satisfaisantes.
