Tombés des rideaux sur la 19ème réunion des parties du partenariat pour les forêts du Bassin du Congo
Clôture à Libreville le 8 juillet 2022 par le ministre gabonais des affaires étrangères Michael Moussa Adamo des travaux de la 19ème réunion des Parties du Partenariat pour les Forêts du Bassin du Congo (PFBC), une rencontre qui a vue la participation de plus de 500 représentants des pays d’Afrique centrale, des bailleurs de fonds, des organisations internationales, des ONG, de la société civile, et des représentants d’institutions de recherche et du secteur privé.
Pendants 4 jours, les débats ont porté sur des solutions communes et durables, et la survie des forêts du bassin du Congo qui constituent le cœur de l’Afrique et le deuxième poumon écologique du monde. « Je suis en effet conscient que nous vivons une période charnière pour notre sous-région ainsi que pour l’humanité. Les défis qui nous interpellent sont corrélés et interdépendants. Nous devons agir ensemble face à des défis communs », a déclaré le ministre des Affaires Étrangères.
Ladite cérémonie a été marquée par plusieurs temps forts et annonces parmi lesquels : Le lancement de la quatrième phase du programme régional pour l’environnement en Afrique Centrale (CARPE), programme majeur de l’Agence américaine pour le développement international (USAID) sur la conservation en Afrique centrale ; La création d’une Task force chargée d’élaborer les procédures et modalités pour garantir une bonne coordination des financements; La reprise de la Facilitation du PFBC par la France pour la période de 2023-2024.
Pour sa part, le ministre Camerounais des forêts et de la faune président en exercice de la Comifac Jules Doret Ndongo à saluer la qualité des échanges et des experts.<<Nous avons pu identifiés quel pourrait être les véritables solutions qui permettrait d’envisager ensemble le rôle primordial du partenariat des forêts du bassin du Congo dans le développement durable dudit bassin. De faciliter la poursuite des actions menées par le PFBC en faveur de la gestion durable des écosystèmes forestiers ainsi que la sauvegarde de la biodiversité pour le bien être des populations du bassin du Congo. Mobilisé d’avantage les pays du bassin du Congo et leurs amis pour un développement durable de cette partie du monde.>>
La Facilitation de la République Fédérale d’Allemagne poursuivra son appui durant le premier semestre 2023 ; L’engagement de l’Allemagne, dont le mandat à la Facilitation du PFBC prendra fin en décembre 2022, à verser un montant de 45 millions d’euros, en plus de 1,5 milliards de dollars (USD) promis par les pays donateurs au cours des cinq prochaines années, pour soutenir les efforts de gestion durable des forêts du Bassin du Congo ; Sur le plan national, la réunion des Parties a été marquée par la signature de deux accords majeurs avec le gouvernement gabonais : Dans le cadre du premier paiement de la Norvège basé sur les résultats pour la réduction de ses émissions dues à la déforestation et à la dégradation des forêts à travers l’Initiative pour la Forêt d’Afrique Centrale (CAFI) : le Gabon a procédé à la signature de cinq documents de programmation relatifs au 3ème cycle de CAFI.
Cette programmation comprend la mise en œuvre du processus de certification et la foresterie communautaire à l’échelle nationale au Gabon ; la protection contre l’empiètement des aires protégées, une campagne de verdissement et de sensibilisation en milieu urbain au Gabon : arboretum, jardin botanique et plantation urbaine d’arbre ; Recherche et surveillance écologique des écosystèmes forestiers ; Renforcement des capacités institutionnelles et appui à la gouvernance climatique. Le ministère de l’Education Nationale chargé de la Formation Civique et le ministère des Eaux et Forêts, de la Mer, de l’Environnement chargé du Plan Climat et du Plan d’affectation des terres ont signé un protocole d’accord de partenariat avec Sabine Plattner African Charities (SPAC) et l’ONG Leadership for Conservation in Africa (LCA) pour la mise en œuvre au Gabon, du programme éducatif dénommé « EduConservation» et visant à sensibiliser la jeunesse aux enjeux liées à la préservation de l’environnement.
A la 15e Conférence des Parties sur la biodiversité (COP15) qui se tiendra à Montréal en décembre 2022, les parties du PFBC poursuivront leurs efforts pour un financement équitable de la conservation des forêts du Bassin du Congo.
