FAO: Relever les défis d’habilitation des jeunes et des femmes pour construire des systemes agroalimentaires plus efticaces, inclusiIs, resilients et durables en Afrique centrale
La FAO et ses partenaires adoptent une feuille de route.Les travaux de la 14eme réunion de l’équipe multidisciplinaire duBureau Sous-regional pour l’Afrique centrale se sont achevés le 05 mars 2022 au terme de trois jours de concertation sur le thème « Libérer le potentiel de la jeunesse et des femmespour rendre les systèmes alimentaires plus efficients, inclusifs, résilients et durables en Afrique centrale ».Cette hybride (en présentiel dans les pays et en ligne via zoom entre les pays), a mobilisé plus de 168 participants, représentant la FAO et les gouvernements des 8 pays couverts par cette
organisation dans la sous-région, ceux des communautés économiques et des institutions parlementaires sous régionales, des institutions spécialisées, des partenaires techniques et financiers, de la société civile et du secteur privé sous-régionale entre la FAO et ses partenaires a été rehaussée par la Présence et la contribution du President de lacommission de la CEEAC du Sous-Directeur Général Representant Régional de la FAO pour l’Afrigue, de dix Ministres, des secretaires généraux, des directions générales des ministèreset des parlements (Assemblée Nationale et Senat) de certains pays d’Afrique centrale maisaussi des institutions.
Ces assises de la FAO en Afrique Centrale, ont permis de présenter les progrès réalisés, d’évaluer et d’ajuster le travail sur le terrain, a travers une définition claire des priorités actuelles et de la responsabilité spécifique de chaque acteur.
Aussi, les participants ont échangé sur les défis et les solutions potentielles à apporter pour une meilleure execution des programmes, conformement au mandat et au nouveau cadre strategique 2022-2031 de la FAO, au niveau sous-regional et national, afin d’aider les pays à obtenir une meilleure production, une meilleure nutrition, un meilleur environnement et une meilleure vie pour tous, sans laisser personne de côté.
Les travaux ont éte organisés sous forme de présentations en plénière suivies d’échanges inclusifs avec les participants autour de cinq sessions à savoir: Une session de haut niveau avec les interventions des ministres sur les préparatifs de la 32eme Session de la Conférence Regionale de la FAO pour l’Afrique, les priorités sous regionales et l’insertion économique des jeunes et des Femmes: (quelle approche Politique ?) Une session sur l’inclusion des jeunes et des femmes dans les chaines de valeur agricoles. Une session sur les synergies et coordination technique des plans de travail et du cadre stratégique 2022-2023 de la FAO. Une session sur la mobilisation de ressources, les partenariats, l’innovation et la communication. Une dernière session pour la finalisation des travaux, la lecture du communiqué final et des recommandations, la clôture de la rencontre.
Au terme des trois jours de riches échanges, cette consultation large et diversifiée, a abouti sur la formulation de plusieurs recommandations a l’endroit de chaque acteur, pour relever les défis d’habilitation des jeunes et des femmes pour mieux adapter et accompagner la transformation des systèmes alimentaires en Afrique centrale.
Au sortir de cette rencontre, plusieurs recommandations ont été faites.
Recommandations aux bureaux pays de la FAO, l’on a noté qu’il faut mettre en place des mécanismes d’urgence (abris, installations sanitaires, cash, nourriture, psychologue) et la distribution d’intrants agricoles pour les personnes vulnérables, renforcer les capacités des jeunes et des femmes pour l’accès aux financements, (mentorat,plateforme de financement, site internet) Renforcer la formation des équipes pays à la nouvelle programmation budgétaire et encourager la recherche des synergies pour un meilleur appui des jeunes et des femmes.
Recommandations au Bureau Sous-régional, renforcer la formation des équipes pays, pour la compétence accrue dans le nouveau cadre stratégique de la FAO et une planification intégrée et encourager la recherche des synergies entre équipes pour un meilleur appui des jeunes et des femmes.
Recommandations à la CEEAC accélérer la vulgarisation des contenus de la ZLECAF pour une meilleure compréhension et application par les Etats en Afrique centrale; Coordonner avec la FAO des programmes de renforcement les capacités des Etats et autres parties pour une meilleure inclusion des jeunes et des femmes dans les chaines de valeur agricole.
Recommandations aux parlementaires améliorer les politiques de gouvernance pour une meilleure implication des jeunes et des femmes dans les chaines de valeurs agricoles.
Recommandations aux Etats: Renforcer les capacités des jeunes en matière de marketing, des nouvelles technologies, de l’entrepreunariat et du coaching pour valoriser les produits finis mettre à la disposition des jeunes du matériel aratoire, des intrants (semences, alevins.. et des moyens de communication (radio communautaires, plateforme internet);
Ameliorer l’environnement des affaires, l’accès à la terre pour les jeunes et les femmes; Renforcer le partenariat entre les banques, les assurances et le secteur privé pour un meilleur encadrement des jeunes et des femmes. La FAO et ses partenaires de la sous-région, ont renouvelé leur engagement à mutualiser leurs efforts et créer des synergies pour un travail plus efficace aux niveaux national et sous-régional, conformément à la vision du nouveau cadre stratêgique 2022-2023 des organisations onusienne.
