Gabon, gestion communautaire des ressources forestières le ministre Lee White dans les provinces de l’Ogooué Ivindo et le Woleu-Ntem
Dans le cadre du suivi et du contrôle de la gestion communautaire des ressources forestières, le ministre des Eaux, des Forêts, de la Mer, de l’Environnement, chargé du Plan Climat et du Plan d’Affectation des terres, Prof. Lee White, a séjourné respectivement dans les provinces de l’Ogooué Ivindo (Makokou) et du Woleu-Ntem (Mitzic) pendant 72 heures. Il était question pour le ministre en charge des Forêts de rencontrer les populations des villages avoisinants, les élus locaux et les opérateurs forestiers afin de constater les réalisations et avancées liées au développement local en général et à l’amélioration des moyens d’existence des communautés locales ainsi que la gestion durable des écosystèmes forestiers.
C’était aussi l’occasion pour lui d’identifier les défis auxquels ils font face et y apporter des solutions en vue de renforcer la stratégie nationale de foresterie communautaire prônée par le Chef de l’État gabonais Ali Bongo Ondimba.
A Makokou, première étape de cette tournée, le Professeur Lee White a visité tour à tour les forêts communautaires des villages, la Scierie, Massaha et Ebyeng. A Massaha le patron des forêts s’est imprégné des motivations derrière la demande faite par les populations de créer une aire protégée. En effet, après avoir constaté que la société forestière Transport Bois Négoce International (TBNI) avait causé des dommages environnementaux dans une partie de la concession à proximité du village (l’assiette annuelle de coupe (AAC) 2019), les habitants dudit village, soucieux de préserver leurs us, coutumes et pratiques ancestrales, redoutaient que leurs sites sacrés, situés dans l’AAC 2020 pour laquelle la société TBNI bénéficie d’une autorisation de mise en exploitation, qui devrait démarrer sous peu, soient également endommagés.
A Ebyeng, où la Foret Communautaire s’est interdit de couper les arbres et s’est spécialisée dans le reboisement, les communautés locales améliorent leurs moyens de subsistance et contribuent à la gestion durable des forêts grâce à l’apiculture.
Après avoir visité un des sites sacrés en question, le ministre Lee White a instruit TBNI d’évacuer les grumes et de nettoyer le site de l’ancien village; Ceci afin de permettre la réconciliation entre les deux parties grâce notamment à la restauration dudit site. «Toute forêts sacrée identifiée par un opérateur forestier à l’issue d’une étude d’impact n’est pas exploitable. Nous allons relancer l’étude socio-économique afin de mieux identifier les zones de conservation, en les cartographiant et en délimitant les zones d’exploitation.», a-t-il déclaré.
A Oyem, le ministre Lee White s’est rendu dans les forêts communautaires de Mindzi, Dzom-Dza, et Okala Perspective. A Mindzi, des réalisations majeures issues des recettes provenant de la bonne gestion de cette FC ont été inaugurés par le Prof. Lee White, à savoir : Un bureau administratif, un dispensaire, un établissement scolaire et 28 logements sociaux. «Il y a de très bons exemples de forêts communautaires qui servent de modèle pour le reste du Gabon. Nous sommes dans un processus de relance de l’attribution des forêts communautaire qui avait été suspendu pendant longtemps en raison du fait qu’il y a eu trop d’exploitation forestière illégale dans le passé. L’objectif est de s’assurer que ces forêts contribuent au développement local et améliorent leurs qualités de vie.», a déclaré le ministre des Eaux & Forêts.
Pour rappel, la forêt communautaire est une portion du domaine forestier rural affectée à une communauté villageoise en vue de mener des activités ou d’entreprendre des processus dynamiques pour une gestion durable des ressources naturelles à partir d’un plan de gestion simplifié sur la base d’une convention de gestion.
Bien que le concept de forêt communautaire ait vu le jour en 2001, le Chef de l’État Ali Bongo Ondimba, a rappelé en 2009 la place importante des populations locales dans la gestion durable des ressources forestières du pays. Leur participation est donc essentielle aussi bien pour la survie de la biodiversité que le développement des ressources forestières du Gabon.
