Innovation et en entreprenariat numérique – Vers l’émergence d’une société digitale camerounaise
La Digital Transformation Alliance (Dta) et le ministère des Postes et Télécommunications (Minpostel) signent un protocole d’accord, le 04 février 2021. Il concerne principalement les activités d’innovation, d’entreprenariat numérique, de promotion et de vulgarisation des technologies et infrastructures numériques et les programmes de formation au bénéfice des porteurs de projets.
C’est un document de 09 pages qui comporte un préambule et 16 articles regroupés en 03 chapitres. Il s’agit notamment du chapitre 1er qui traite des dispositions générales et comporte 04 articles ; le chapitre 2ème constitué des articles 05 et 06 relatif aux engagements des deux parties ; et le chapitre 3ème, qui traite de dispositions diverses et finales, de l’article 07 à l’article 16.
Par ce protocole d’accord, telle que mentionné aux articles 5 et 6, la Digital Transformation Alliance s’engage à rendre son écosystème et son réseau d’experts accessibles au partenaire Minpostel, dans le cadre de ses programmes, assurer le transfert des technologies et des compétences au bénéfice des cibles identifiées par le partenaire Minpostel, sensibiliser et impliquer la diaspora positive dans la transformation numérique et structurelle du pays. En retour, le Minpostel s’engage à accorder le parrainage institutionnel des différentes activités à mener dans le cadre du protocole d’accord ; mobiliser les structures et organismes partenaires ; apporter un appui technique et financier à la mise en œuvre des différents projets ; faciliter l’extension de démembrement d’InnoTechLab sur le territoire national.
Ainsi, grâce à son Institut d’Innovation technologique Industriel et Pédagogique, dénommé InnoTechLab, la Dta s’est proposée d’offrir aux porteurs des projets, des solutions et un cadre de travail qui répond à leurs besoins. Cette initiative est un cadre de développement et d’adaptation des technologies numériques et métiers, de promotion de l’innovation, de prototypage, d’expérimentation et d’industrialisation.
Libom Likeng, ministre des Postes et Télécommunications, à l’occasion de cette cérémonie de signature, rappelle que la structure ministérielle est en travaux pour la construction du Centre pour le développement de l’économie numérique au Cameroun (CIDC) .C’est une infrastructure (cyber parc technologique) qui sera livrée au mois de mars 2021. Elle ambitionne de soutenir le processus de développement de l’écosystème entrepreneurial numérique camerounais en favorisant la création d’une industrie locale numérique et le développement des applications «made in Cameroon ».
S’agissant de la durée et du suivi des mécanismes encadrés par les articles 07 et 15, il est noté que le protocole d’accord est signé par les deux parties, pour une période de 02 ans, renouvelables par tacite reconduction.
